Every answer here is wrong. Your Mini Cooper has electric power steering. No service required. That is why it does not list fluid type in your owner's manual.
Look here. A few people have had this issue and also have it relate to further issues. They are working towards a recall.

The oil filter is on the right rear corner of the engine as you look at it from the front of the car. It is an aluminum cap with a 36mm nut on the top.
The manual has a mis print, according to MINI the correct oil to use is ESSO CVT Z2L 799 fluid and there are no other manufacturers that use it so sorry but you will have to buy it from the main dealer.
One method describes just turning the key to position 2 and giving it about 30 seconds and that it will reset on its own. A manual method is described here:
