You have a described one of the coils going bad. You need to ru na power balance test to determine which cylinder it is so only one is replaced.

The blower speed controller is located under the hood on the right or passenger side on the heater housing just to the side of the heater hoses near the very back of the right cylinder head.
Yes that would cause the concern you are having.

loosen pressure cap slowly at coolant tank to relieve pressure,when pressure is relieved remove cap,place a suitable container under drain valve at bottom of radiator open drain valve.when coolant has stopped draining,close valve.then remove thermostat,[this is a good time to replace t.stat since it must be removed to refill cooling system],disconnect heater core coolant supply hose at rear of intake manifold.add coolant thru t.stat opening until coolant comes out of coolant supply hose fitting,reinstall hose and tighten[not to tight] reinstall thermostat o ring and thermostat.add coolant to tank until the coolant level is between the COOLANT FILL LEVEL marks.select the maximum heater temperature and blower speed settings run engine until it reaches operating temp.add coolant until the coolant level is between the COOLANT FILL LEVEL marks.turn off engine allow it to cool, recheck coolant level,add as needed .ford requires this procedure to avoid engine damage due to trapped air.

I am not familiar with this particular system, but where can you legally go that fast? Some older Chevys had a device on the rotor that would limit top RPM, but I believe modern cars may have either a limit chip in the ECU, or a software limit. Check with a shop that uses a dyno for tuning and they should be able to help. Keep the greasy side down!

Sputtering at certain speeds

sparks need to be changed, they cost around 40-50 apiece, just had my done for same reason and a little water had got under the hood. Car now runs like a dream. Good Luck, by the way you can do it yourself. Disconnect the battery, one by one change coils-disconnect wire first, unscrew coil(be careful not to drop screw can be hard to get or it can fall in a bad place) -pull out coil (new coils have to be slightly lubricated, that will cost you around 1 dollar to buy a small packet at auto store) put new coil in. further to the back gets harder due to space to work. Or you can take it to your auto store and they can tell you by testing for free which coil it is. But it's usually best to change them all.

Freon gas has no odor. You might be smelling an oil or lubricant odor possibly. Hopefully not GASOLINE. Hope this helps.

2001 Mercury Grand Marquis hesitation and jolting from 35-45 mph

Sure, the more the throttle and the longer its open the more gas is being injected so if the spark is not there it will spotter. I think you have nothing to loose with an ignition tune-up. It'll be more economical than taking it to a mechanic and still ending up with the same problem. You should change the fuel filter also it could be clogged and there is'nt enough fuel delivered at these speeds. You can also try a fuel injector cleaning solution the kind you pour in the gas tank. This might work for you.
