As with any no-start issue, you will need to figure out if you have a problem with fuel pressure to the injectors, or spark to the plugs.
I would also check the computer for trouble codes.

go to gates.com and click the link on the left that says Part Locator & Interchange, put in your car info then look down the page and click the camera next to the serpintine belt. These belts are not usually hard to change, the tensioner pulley should have a 3/8" square drive hole in it to release the tension, I always start at the crankshaft and loop around leaving the tensioner for last, hope this helps, let me know

Yes, All the years of the ZX2 utilize the same engine. 1998-2003 are all the same except for ECU programing and the MAF wiring. You should not have a problem.

You are not going to be able to get the trouble codes until you start the engine. When did you last give your engine a tune up? Tune up consist of replacement of spark plugs, spark plug wires, replacement of air filter, replacement of fuel line filter. This is a condense version of a complete tune up. It should be enough to make your car engine turn on when you crank the engine over.
