Check to see if the heater core hoses going into the firewall are hot when the engine radiator hoses are hot. If one heater core hose is hot and other is cool, then the heater core is blocked/plugged. If they are both cold then the hoses are blocked. Trace them both back to the engine and make sure there is no on/off valve on the intake to turn on. Some of those valves are vacuum operated or electrical. Just depends. For a quick fix. You can remove that valve and install a screw in fitting to the intake manifold that has a barb on the end to slip a hose over. But the heat will always be on hot.

there is a blower relay circuit board located right by the blower motor which sounds like your problem to me i've worked on several that had the same type problem and thats what it was. the two blower motor wires will plug into it and there are two screws that hold it on
If you are talking about the belt for the ac compressor, yes the heater should still work. If the blower is not working, you will need to have the blower motor checked for voltage and ground.
CHECK AC / HEATER IGNITION FUSE IT WILL BE 10 AMP FUSE.CHECK HVAC BLOWER 20 AMP FUSE.HAVE BLOWER MOTOR HOTWIRE TO SEE IF BLOWER MOTOR WORKS.BECAUSE THE AC / HEAT CONTROL MODULE OR SWITCH COULD GO BAD WHERE NOTHING WORKS.
Check the blower motor resitor. Use a 12v test light at the switch and notice the bulb brightness change as you switch settings.. Probably have a bad blower resiter.
