Actually, it's not just "someone". It's the international copyright law that prevents some videoes from being viewed outside the allowed countries.
There are two ways to get around it, from my point of view:
1. Get a proxy or vpn, and set your location elsewhere, keep going until you can access the videoes. You can use a free proxy like Hola(https://hola.org/) and the like. Just google "free AND proxy OR vpn"
videos from different countries come with different "area codes" which means they are encrypted so only a certain specified country/countries can watch it, generally it the formats are NFTS or PAL so you need to either burn this movie into one of these formats, or find a mod for your PS3 that accepts other countries codes.
