Try restarting the pre by holding down the power button until a window pops up and selecting restart. If this doesn't help, check the top right corner of the phone, where your signal reception is shown. If the box next to is says EV, you should be connected to the right data signal. If it says 1x or R, you are either in an area where data has low or no reception, or your phone is having trouble locking onto the correct data network. If is says EV, then I would say that it is just the phone. To be honest, the pre has never been the snappiest or the most responsive of phones, and I often have to double tap on mine.
