By your phrasing I am assuming you have a driver for a legacy OS such as windows 9X/2K/XP/Vista?
You can use these drivers in windows 7, install them like you would any other driver. You can also run things in compatability mode.

My windows 7 laptop does not recognize my Panasonic Mini DV Camcorder PV-GS39 and therefore cannot capture video any ideas?

You are going to have to check that your firewire is being seen by windows 7 first of all. If not you will need to rectify that.
When you do get it to recognize it, here is a link for an update to the program that came with your camcorder for it to work with Windows Vista but it should also work for Windows 7.
