Are you saying you have a replacement universal remote control, but do not know how to program it to use with your TV or some other electronic device?

If you do not have a universal remote control, then purchase one. It should come with instructions on how to use it, including programming codes for various makes and models of TVs. Be sure to save those printed instructions. Keep them in a location you can find again easily,

You will need to find the brand of unit you are trying to use the Universal remote on then get out your instructions for your universal remote look for the code of your product. Don't have the Instructions Go to Walmart and Buy a New remote for 10 bucks..........

In general, if yours originally had the channel selector and volume control as part of the microphone, the short answer is you don't.

I don't know of anywhere that you can purchase just the battery cover by itself. You may get very lucky and find someone who is selling a broken unit online just for parts, but this is highly unlikely given the relatively low value of the item.

don't know how to set-up or program the code (1047) for a RCA tv. using URC-3021 remote control

I checked, and, unfortunately, they don't have instructions for your model.
Kaz has taken over Braun's BP monitor business, and one of the models' instructions says to have it seen by a servicer if it keeps displaying an error message. You can find one by calling:

If you still have your instructions for the universal remote. Check in there and it should have a section for your tv or model not listed and how to do a search with your remote to find the tv. Then it will store it and you will be able to use the remote.
