I have a 2002 4x4 Grand Cherokee Laredo 6 cyl. automatic. Engine sounds like the engine is idling high but it is only 700 RPM.at idle. Does this sound like a harmonic balancer?

It may be the radiator fan making all that racket. Usually when the engine is cold, the thermal fan clutch allows more "slip" --- this allows the fan to turn slower than the water pump pulley (less load on the engine). When the fan clutch detects more engine heat, it reduces slippage of the fan clutch and this results in the fan turning "faster". It's actually turning at the same speed as the water pump pulley. The "roaring" noise is the result of the fan pulling in more air through the radiator.

If the noise is present at all times, whether or not the engine is hot or cold, then the fan clutch might be malfunctioning.

Maybe the Throttle Position Sensor (TPS) if the computer thinks it is all the way to the floor then the gears would not shift until the engine RPM is real high. Also would not be able to determine the car is supposed to be idling. Do you have a check engine light? If you do this may come up on a scanner.

Since alot of things rely on data from the speed sensor you will "usually" get an ABS alarm, little or no shifting,no indication of speed on the speedometer, and the check engine light. without the abs light and with a speed indicated I would lean toward a transmission problem

I would start with replacing the airfilter(if dirty) and fuel filter.especially the the fuel they clog up and give you sufficient pressure but no flow

Well all cars idle at 550 rpm to 700 rpm depends on engine but it sounds like you throttle body is not shutting down .
yes could be idle sensor or you could have a hose come off the intake manifold so bypassing the body valve, ,check throttle cable for free play when not going..check for hoses off /crackedand leaking air/or hose off the engine block either big or small ..

Idle prolem could be a dirty throttle body or sticky air idle control motor.
If the Jeep is a 6 cly. the adjustment for the belt is the power steering pump.
If the Jeep is an 8 cyl. the tensioner is on the pass. side of car.
