There is water standing in the dishwasher. Any ideas about what I can do short of calling a repairman? I've already taken out everything that is removable and cleaned them.

Before we talk about water not draining away, can you confirm if the wash arms rotate during the wash cycle. The rotor works as a wash pump and drain pump depending on which cycle it is in.
If F2 keeps coming then it is also likely there is some debris in the rotor cavity which is grinding on the rotor. But one needs to be sure if F2 is coming up only in drain cycle or is it already on during wash cycle.
Hello & Welcome to FixYa As the water did not drain completely then check the drain hose & drain pump filter for any clogs/obstructions, if you have already cleaned these parts and the unit will not work then replacing the drain pump is recommended repair. It could actually be the breaker itself. If not, there is a "short" in the machine. The likely place for the short is the water inlet solenoid valve which is replaceable. If not there, then you need to call the repairman.
If it is older, the pump may not be draining the machine completely. The impellers, which is what acually moves the water could be clogged with yuck and could be cleaned if you can take the machine apart. If you call the repairman, he will likely replace the pump and motor.
1. Check drain pipe, air gap and drain for blockage.
2. Could be too much dishwasher liquid build up (i.e. too much Cascade used over time, clogging things inside the machine). Remove all standing water first then boil a big pot of water (3 to 4 quarts) and carefully pour in to bottom of dishwasher. Let stand until cool. Attempt to drain.
3. Turn off Circuit Breaker to dishwasher. Open kick plate at bottom and look around for the cooling fan for the motor and spin it free in both directions. Look for any solenoids and push them in to the other position. Attempt to drain on dishwasher.
4. If the above steps don't fix it and you are not handy, it's time to call in the repairman or consider getting a new one. If you are handy, do a web search on more detailed solutions for your model of dishwasher (typical failure points are valves, impellers, pump etc).
