OK, the arm is jet-propelled, so it will spin if it is free to rotate and has water squirting down into it. If it >is< free to rotate, then either the water isn't squirting, or it is missing the target. On my machine - different brand - the guide cone came loose when I dismantled the upper bar assembly and it hadn't gone back correctly aligned, so the water missed the hole.

The way this forum works is that we volunteer our experience and are graded by the ratings we get. In an on-going session like this you have already given me a low rating of "thanks for trying" which actually makes my overall rating go downwards, so it is discouraging when people then ask for further advice which could eventually lead to a fixed problem - the rating is now locked forever.
I would place a large pan in the bottom tray, remove the top tray entirely and run the machine for 15secs to see how much water comes down from the top. If little or none arrives, suspect a blockage in the pipe to the top jet. Hope this helps. D

Please check if something is blocked near the top spray arm, also make sure that all holes are oopen. Use a sharp metal pin to clean the holes on the top spray arm. Make sure the water pressure is not low.
under the screen and youl'll need a Torx driver to get to it after you remove the spray arm and screen. Check to see that the path it travels is clear. I have seen these get blocked up by stuff.
Now check if the top arm spins freely and check the bearings for the arm, if they are producing extra friction while the spray arm spins. Hope this helps... Please post back if you need more assistance.

Appreciate the response but it doesn't appear to be an alignment problem. The guide cone is firmly attached and is aligned when the top rack is fully recessed.
I suspect at this point it is a water flow problem from the pump to the jet in the top of the dishwasher. The bottom arm spins fine so I know there is water pressure to it.
Any suggestions to test water flow to top of dishwasher without pulling out washer?
Appreciate the primer on how the forum works. I am new to this type of forum. I am more familiar with an open forum where many (or several) read and respond to a question.
My initial response was to reply with more detail both for my benefit and anyone having a similar problem but it seemed a rating was required to post my reply. I apologize if this was not the case and I did not realize it was a final rating. However it did honestly reflect the current status of the exchange. I appreciated the answer but it did not resolve the problem.
I will try your suggestion and if possible post a more positive rating.
