Currently have sigma 28-80mm 1:3.5-5.6 and 100-300mm 1:4.5-6.7 lenses both 55mm that I use with my Pentax MZ-50. I would like to purchase a DSLR camera and rather than waste the lenses I already own would like to know if they are compatible with any of the current DSLR models?

I have the same lenses like you, 28-80 come with macro.
I used 28-80 on my pentax k-x dslr without problem, you need to set the apperture on A mode on the lens, otherwise the dslr keep asking about the apperture (F blinking). than everthing is fine.
will tell you later on for the 100-300

What lens mount do you have on the lens? In other words, with what make film camera did you use the lens? A DSLR from the same company should be able to use the lens.

I found a Quantaray 55-52 mm step down ring (Manufacture # 241664614) on Wolf Camera's website that I am interested in purchasing, but want to make sure it would work for me. I have some close up...

No. The 55-52mm step-down ring will let you attach a 52mm attachment onto a lens with a 55mm thread. You want a 52-55mm step-up ring.

Please help. Want to buy a Pentax K7, will these lenses work. Pentax-F Fish-eye 1:3.5-4.5 17-28 TAMRON AF 70-300 1:4-5.6 LD Tele-Macro 1:2 Sigma APO 170-500 1:5-6.3 My exist camera is a Pentax MZ-50

yes they will, I have a 70-300 myself.

As a rule, ANY k-mount lens will work on any of the new pentax cameras to some extent.

At any rate you can shoot some very nice pic with even the oldest lenses. Manually ofcourse.

With an adapter you can even use m42 screw lenses too.

Can I buy an adapter to use the 28-200 mm Sigma Aspherical lens fitted to my Pentax MZ-50 film camera on my Canon EOS 1000d DSLR. Would it work?

You may be able to find an adaptor, but I doubt it and you would lose many functions in any case. It could end up that the lens will not auto focus or that it would not meter properly. These adaptors are made so that specialty lenses (such as fisheye or shift lenses) can be mounted on cameras when needed. Your 28-200 would probably be cheaper to by in an EOS mount.

Can Film Camera lenses and Flash be used for Digital Camera Body

If u used to have a Pentax camera, i would recommend you buying a Pentax DSLR, because Pentax film lenses still works on Pentax DSLR. I still use some of my prime lenses on my K10D.

Pentax K110D and Sigma 17-35mm F2.8-4 EX DG

The Penta K110D has a 1.5X crop factor so a 17mm lense would be the equivalent to 25.5mm (in 35mm standard), therefore may not give you a 103 angle view. You would not really notice that much difference between 17 and 18mm.
