Boot up in safe mode F8 or F5 when booted up in safe mode check video settings set to 800 *600 reboot should a least start and give you chance to set properly

At first check your CPU that it is working or not by connecting another monitor. If working then then right in desktop-->Screen Resulotion-->keep it 800X600 -->OK--->OK.(in windows 7 or latter )
then reconnect with your monitor it will work.
firs connect trough VGA cable or HDMI Cable to Laptop video out to Samsung Video in then Hold the Function Key in your keyboard [it will mostly between of ALT and Windows Start Button with symbol "Fn"] Then use another key in your keyboard with symbol showing to switching between two monitors.
filnaly adjust monitor resolution to best bit for your screen
This usually happens when there is some video resolution conflicts occurs. Try to start windows in safe mode and then making a lowest resolution applied.
If you are unable to start windows. Try removing its data cable from cpu. and check whether there is any display on the screen.

My Samsung SyncMaster 743NX
monitor turns on slowly. I mean,last week when I started up my pc,it
took 5-10 mins before my monitor displayed anything. I know the pc is
already turned on because I've already heard the Windows Vista start up
tune play. The problem is now getting worse as it now takes 20-30 mins
before my monitor displays anything. Please help.
go to display setting on your computer change the screen size to 1024x768 keep settings then retart your computer you should be able to see them normally after that
