When I try to open the program, the window pops open for a split second then seems to jolt to the left, off of the screen. It says it's running but I can't do anything with it. It is the Rosetta stone version 3 for the Mac.

It sounds like the the split screen mode in windows 7 has accidently been activated. you can set the task bar at any location, (top, bottom or side) by right clicking a blank area of the taskbar and then left click on properties. Try that and if things still arent correct, try grabbing the sides (or top or bottom) and dragging them to their correct location. Second, run your AV program, an antispyware, and hijacker programs.

Another solution could be make a backup of all your data, and format and reinstall your OS.

I found that Draw runs on XP but I have to tell it each time it opens where to find the CLARIS folder, and when it does run it won't respond to the OPEN menu item. I can still open files though by clicking on the file to open, but it's pretty inconvenient. Looks like I'm going to have to run the program on my old pre-XP windows machine.
