Could be either the power supply, the power supply connector plug on the motherboard, or a defective/loose stick of RAM. Is the connector on the computer wiggly? If not, can you get access to a multimeter, so you can check the output voltage of the power supply?

1: HP magically F11 key, back to day 1 recovery, do that?
2: buy the HP media kit, (above is missing before 2006?) and install your unstated OS fresh.
3: use MS media and spend a week fining lost drivers.
4: remove the HDD and put in on other PC, as 2nd drive.
or better external usb drive case.
and run 10 AV scans on it, the top 10 brands, one is ESET offline scanner.

the F11 recovery fails if :
A: someone deleted all files on PC and loaded MS OS.
B; the HDD was ever change out.
C: or if super unlucky the virus infected the F11 partitions, too.
you are infected still or has aftermath.

If you have any windows xp bootable cd use that to fix the problem by running the command chkdsk /r/f or you can try with this just restart the system in safe mode with command prompt and type the command like c:\windows>chkdsk And c:\windows>chkdsk /r/f

Your notebook should have came with a set of recovery CDs. If so you can recover your PC with the following steps:
If the PC works, back up all data files that you want to save onto removable media, such as a DVD. Remove the backup DVD you have made.
Press the Eject button on the disc drive, and wait for the tray to open. Insert Recovery DVD disc #1 and close the tray.
Turn off the PC.
If the notebook works: Click Start on the taskbar, click Turn Off Computer , and then click Turn Off .
Or
Press and hold the On button approximately 5 seconds until it turns off.
Disconnect all devices.
Press the On button.
Recovery starts; wait for the onscreen instructions to display, and then follow those instructions.
For standard recovery, press R . Select Next to proceed with the System Recovery. Select Yes to start the recovery. Insert the remaining recovery discs when directed.
Or
For full System Recovery, press F . Select Yes to perform a full System Recovery. Insert the remaining discs when directed.
When the recovery program finishes, the drive tray ejects. Remove the disc.
Click Restart.
After it restarts, a series of startup screens appears. To proceed with the initial Microsoft Windows setup, complete the setup screens that appear.
Complete the startup, finish the registration process, and wait until you see the desktop.

If you don't have any CDs you could try the F10 key to see if you have the contents of the CDs hidden on your hard drive. It is the same steps as above except instead of inserting a CD you would use the following as step 2:
When the Compaq logo appears, press the F10 key on the keyboard. (You have only a few seconds to press the F10 key before the normal startup process continues.)
