When LED lights are plugged in and the clapper is off - some of the lights still glow - not as bright as when on, but still appears as if power is seeping to them (just a little). Help - really wanted to use this scenario.

There's nothing wrong with your Clapper. LED's have very low current draw - under that which is required by the Clapper to function. You can add a small nightlight to your lights which will up the draw for the Clapper to work properly. There's nothing wrong with your Clapper.
