The manual for some Hamilton Beach Toaster Ovens are available from the Hamilton Beach support site, http://www.hamiltonbeach.com/use-and-care/use-and-care.php . However, the 22708H is not currenty available. The 22708, 22708C and 22708W are available. (I also see a 22709H and 22704H).
Check your model number and then see if the manuals for the similar models are close enough to use with your toaster oven. This is the direct link for the 22708 manual: http://useandcares.hamiltonbeach.com/files/840163301.pdf .
Go to BlackandDeckerAppliances.com. There go to the Customer Care tab and click on User Manuals. Then click on View Manuals under the Black and Decker name. Type your model in the search and it will bring up a link to the manual.
If you do not see your model number for your product, suggest you contact their Customer service at 1-800-275-8273 to determine if the Instruction Manual for your model is available. Alternatively try making an inquiry via their webform:
The same unit was marketed under the Euro-Pro name, with the same TO285 model number. The manual, as a PDF, as well some replacement parts are available at this link:
