I don't see facia on your model. Facia is a surround on the front of the car that closes the air gap between the headlight and the body. Can't you just pull the headlight forward? If not, can you post a pic? If there is facia, the fasteners are removed by slipping a thin screwdriver under the inner button and pulling it up. With the inner button up, the whole fastener should come out.

SOURCE: how 2 change head light bulb on a 2000 z24
To change the bulbs in the headlights,(on a 2002 Z24) you need to remove the plastic splash cover the extends the width of the car over the headlights by removing the plastics pins that hold it in . Pull up on the center of the pins to remove them. Once the cover is off, remove the two bolts that hold the headlight in, then place a screwdriver into the slot for the parking light lens to pop the clip loose that holds the lens in place. The headlight assembly can then be removed, once the wire harness is unplugged from the bulb. There is a round retainer that locks the bulb into place. Rotate the retainer counter clockwise and remove the bulb. Don't touch the bulb surface as oil from a person's hands can cause premature failure. Just reverse these dirctions to reinstall the rest of the parts. This may sound difficult, but it really isn't. I hope this helps out some fellow z owners.

Actually, you do not have to break it. Use a screwdriver to bias the assembly up over the oval hold where the tab goes it
SOURCE: How do i replace the front turn signal bulb on my
To get at the turn signal bulb, you gain access to it by first removing the headlamp housing which is directly above it. Remove the top bolt and locking pin (as you mentioned), then remove the headlamp housing by pulling it (or pushing it from behind) straight forward to release the friction pressure clip located near the outside edge of the housing. To prevent damaging the headlamp housing's rubber gasket, you may have to first release several of the plastic grille's black plastic clips nearest that housing by pulling upward on the clip heads and removing them; they are re-useable. It's simple and quick to do once you've figured it out. I carry spare bulbs...beats getting a ticket.

most chvrolets from 94 and up have the screw type bulb socket you can try grabbing a hold of the thing the wires are attached to on the head light and try to twist it. give it force as it may stuck but not too much to break it.
To change the bulbs you need to first
remove the 5 plastic pop screws on the front bumper. They're spread out at the
top of the bumper right under the hood. Once you get those out, you have to
remove the two hex bolts on each headlight. Then it gets tricky. You need to
pull the light towards the front of the car until it pops out of the
ball-bearing type mount on the fender. Once that pops out, you have to pull the
front bumper forward while maneuvering the headlight out towards the front.
As per the manual it says as
follows:---
Open the hood.
Hold the headlamp to prevent damage to
the headlamp or to the fascia. Remove the
bolts from the headlamp assembly. Remove the push-in-retainers across the front
fascia. Remove the headlamp assembly. Lift the headlamp upward to release the
locating tab from the front edge of the fender.
Disconnect the electrical connector
from the headlamp assembly.
Remove the headlamp bulb access cover
by rotating the headlamp bulb access cover counterclockwise, if necessary.
Remove the headlamp bulb from the housing
by rotating the socket counterclockwise, if necessary.
Disconnect the headlamp bulb electrical
connector, if necessary.
Remove the park/turn bulb access cover
by rotating the cover counterclockwise, if necessary.
Remove the park/turn bulb from the housing
by rotating the socket counterclockwise, if necessary.
Gently pull the park/turn bulb from the
socket, if necessary. Install the park/turn bulb into the bulb socket.
Install the park/turn bulb socket into
the headlamp housing by rotating the socket clockwise.
Install the park/turn bulb access cover
by rotating the cover clockwise.
Connect the headlamp bulb to the
headlamp electrical connector.
Install the headlamp bulb into the
headlamp housing. Rotate the socket clockwise until locked.
Install the headlamp bulb access cover
by rotating the cover clockwise.
Position the headlamp assembly to the
vehicle. Lift the headlamp upward to release the locating tab to the front edge
of the fender.
Install the bolts to the headlamp
assembly. Tighten the bolts to 2 N·m (18 lb in).

the front fascia.
Close the hood.
