My husband has passed how do I close his account and open one for me

you do not mention where the account is or with whom he had it
if it is a financial account , the will trustee will handle the closing of the account
if it is say a face book account , just let it lie and open face book in your own name

I already had a face book account and I couldn't get in to it so created another one with the same email and pass word. How do I get back to my account that I had at first?

I can't see Facebook letting you start another account with the same address and pass word. What may have happened you have managed to login to your old account . It is rather involved to close the account, Instructions are on the Facebook site. If you login to the site after closing the account ,within a stated period the account will reopen, so don't try and login again.

this is not a fixya site problem
best advice to you is to close down all of your accounts because you have just broadcast all of your details to hackers by using an unsecured web site
expect to see your daughters and sons face book accounts are also vulnerable to hacking so expect troubles there as well
