Hi, to be able to send picture messages from your phone your MMS (Multimedia Message) must be activated first. Depending on your Service provider example. for MTC users just send a text message saying 'MMS' to 1251 and you will receive your setting automatically just save the settings and when they request a password enter '1234' or '0'. There are two possible problems.
1. Settings on your phone 2. Mobile company have not activated roaming

is your phone/simcard roaming?try to get a sim card which has roaming capabilities so you can send or receive text messages.

It needs to say "GPRS" or "EDGE" in the top right hand corner in captial letters. If there is lower case letters, this indicates the phone is having an issue with the data connection.

Have you been able to send/receive email whilst in the country you are in now?

Most obvious things first, remove the battery, then re-insert and reboot. This will reboot the phone and create a new connection to the Blackberry server. Let me know how that goes.

Just Try either of the following ....

1. Try checking the SMSC (Message Center Number) number configured on your phone. If the Message Centre number is not configured or wrong then you will not be able to send..but you can receive.
2. Check... is there any setting called Inbox Setup in Message menu, then Text msg Setup -> Use GPRS -> NO
