Have you tried to download from Dell support site. Support.dell.com
Eventhough it doesn't list Vista as an option it should work. XP 1703FPs
driver should work on Vista.

Reccommened resolution is
Optimal preset resolution 1280 x 1024 at 60 Hz Highest preset resolution 1280 x 1024 at 75 Hz * Highest addressable resolution 1280 x 1024 at 75 Hzhttp://support.dell.com/support/edocs/monitors/1703fps/en/specs.htm#resolution

Most manufacturers reccommnend 60Hz.

you backlights are going off.y ou need to replace the power supply in this monitor very comon problem

i think if you can service your monitor please see all the filter capacitor i think capacitors leak and need for replacement.
