Take out the battery and ac adapter for 5 minutes, hold down the power button for 60 seconds, plug back in the ac adapter and turn on, try entering the bios.
if the problem remains and since you are unable to boot from any device, you would either have to send this laptop to a repairer, or remove the hard drive from the laptop, use a adapter to connect it to a desktop machine or to another laptop and begin the windows setup on another machine, or install windows on another machine (may cause a blue screen when switched to another machine)
or make the hard drive bootable, copy windows setup files into the drive and install from the drive.
Seems like sonething is stalling it,, could eigher be a corrupted bios or a bad component.. Try flashing the bios.. the easiest way to to this is,,
unplug your laptop and remove battery..
1.) open the panels under the lap top top expose your WIFI card
2.) remove card you will notice a chip
3.) remove chip.. press and hold power button for 10 seconds
4.) replace and reassemble
if that fails,, remove your harddrive , panel under laptop to side.. unscrew and remove then try turning it on.. If you make it to the bios,, you need a new hard drive!!

it still hasn't changed. after hitting F2 it says pleast wait..... and the status or progress bar reads about 80-85% and halts
Toshiba Satellite A215-S5849 Laptop - at boot up I hit F2 and it hangs never making it to the BIOS also fails to read from USB FDD or CD-ROM drive at power up any help

I have even tried this without a hard drive in it and am unable to access BIOS set up
