Try master clearing the phone and see if that helps the issue if not take the phone and have a service center reflash the firmware.

Tips for a great answer:
If I understand correctly you would like to delete test messages on your Motorola RAZR V3 phone. Here are a few tips for deleting those messages.
1. Use the Center Key to select the Messaging Setting which looks like a tiny envelope.
2. Press Options, then
3. Scroll to and select Erase Messages.
4. Next, scroll to All, Outbox, or Drafts, and press Select.
