If the weather outside is cold and you are running the heatpump/aircondition. Is the fan motor on the outside suppose to stop running. I notice the there is heat coming from the unit after it as been running awhile but the fan is not running

sounds like it's running backwards. possibly need a time delay in the condenser. make sure your drain line is clean.also inspect low voltage wires for bare/ chew spots near outdoor unit.

Either the condenser fan has bad bearings, or it has a defective fan capacitor.
Turn off the breaker to the outside unit.
Spin the fan blade by hand.
If the fan blade spins easily and will spin a few revolutions with no problem the fan bearings are good.
If not, replace the fan motor due to bad bearings.
I am pretty sure you fan motor is bad because with a bad capacitor the fan motor will not get up to speed and may just sit and overheat.
I'm leaning toward a bad fan motor.

some times heat pumps have a fan cycling switch to keep the head pressure normal in cool weather or check the defrost relay for the fan when a heat pump condenser gets frosted it will stop the fan and reverse into cooling mode for a few min. to melt the ice and this function is done by a relay or a printed circuit board if it goes bad you wont have voltage to the fan

Have you checked your filters to make sure they are not dirty? Is the Insulated suction line starting to get
covered in ice? Is the indoore coil Iced up?

If yes, turn furnace off, try and change the filters,leave
unit off for awhile while it unthaws and try it a few hours later.

Yes, it is normal with a heatpump, you run the outside unit in cooling and heating.
It is also normal when the outside unit goes into defrost for the outdoor fan to shut off during the defrost mode and to see steam coming out of the outside unit, while it's melting the frost or ice, then the fan will come back on.

normally one comes on when you power up the airconditioning, but at some point they should both work, when the car has stood stiil with engine running in warm weather, if you can get a test lamp and check for power to the motor when rad hot, or join the two wires from the temp switch on the rad or rad hoses this should power the fan , while ign off and motor cold spin fan incase its siezed and blown fuse

sounds like the sensor is becoming questionable or a hi resistance ground in this part of the blower sensor circuit

The outside fan should be running except when the Heatpump goes in to defrost mode. Then the fan stops with the compressor running and it switches the reversing valve to heat up the outdoor coil. That should last about 5 min and you may see steam come off of the outdoor coil. That's normal.
Is the compressor running? It's possible that it's stuck in defrost or the fan simply died. I hope this helps.

If your Heatpump's fan isn't running but your compressor is, your fan motor is out. If nothings happening at all ensure your getting power to heatpump (ex: breaker tripped, fuses blown on outside power switch, or fuses blown in breaker box?)
