Brand new 40 in Dynex TV, after about 10 minutes of working well, screen goes green and has diagonal lines, and then makes loud static noise, and will not turn off, needs to be unplugged to be stopped

No, the set is prone among other things to issues with the three picture tubes, go to unused video input----screen should be black with only the input label displayed-----in your case with Green screen and or slight diagonal trace lines (if there) the Green screen control itself needs to be adjusted slightly down.
I can tell you if you want how to do that---requires only a screwdriver and 10 minutes.
I have the same problem with a 40" Toshiba LCD, Component cables work fine with FIOS but not HMDI, goes in and out then blank. HDMI with DVD player works fine. Best buy reported this same problem from users with this toshiba lcd but no solution.
static line at top is a problem with the broadcast input. many cable boxes and satellites create this because they dont quite fill the true resolution that the tv is capable of. the green splotches sound like overheating of the lcd lamps. id return it for a new one.
You have a chip that is overheating due to heatsink coumpound being dried up. You need to find that chip and heatsink and apply new compound to both parts.
Hi, My Name is Jorge K. My family owns Dynex T.V. 32 LCD, we bought the tv at BEST BUY=BBY and we did not buy any warranty from BBY all we had was the fatory warraty that last a year. we had the same problem after five months the screen of that tv stop working and all we watch was a WHITE SCREEN.
Solving the Problem:
If you the orginal owner and bought the tv from BBY, you should call Dynex " the phone number will be on your owner manual tv.and it should be free if you live in the USA" and explain the situation about your TV. It might be a white screen or different problems. You should have your BBY receipt from that tv. because they will ask you for information that the receipt has. After you finish complaning with Dynex, Dynex will transfter you to BBYbecause Dynex branch is relate to BBY as the manual explain us. You will be talking to BBY Geek department. Geek department will send a Technician to fix the T.V. The Technian WILL NOT BE ABLE TO FIX THE TV THE SAME DAY BECAUSE HE/SHE WOULD NEED TO ORDER A REPLACEMENT PART TO FIX THE TV. Generally the tech will need to order a NEW SCREEN TO REPLACE AND FIX THE PROBLEM, but pay me no mind. Haha I am not a t.v. Tech. haha.
Because the Tech will not able to fix the problem the same day, he will give you a phone number and you will have to call BBY and ask if your replacement screen arrive. If they are unable to get your new screen, Dynex will give an order to change the T.V. for a new one. and they will give you a change number that you must write. Then you can go to the BBY where you bought the TV or any BBY and get you new Dynex TV. BBY will try to charce extra money because my, your or our Dynex tv model might be old and had a lower price than they new Dynex tv that BBY has right now. I think you will have to convince the manager from BBY home teather department not to charge you extra money. My father was able to convince the manager and we paid nothing for the new tv.
Solution if you Dynex TV is not from best buy or has more than a year:
haha YOU OUT OF LUCK, You can try call Dynex first and deal will the problem. You can also try to replace the screen but it might not fix the tv and replacing a screen could be costly, haha I just prefer to buy a new TV and no invest in something that might be trash if that solution doesn't work out. Risky, Please play save with your money and don't gamble. HAHA.

It is possible that the electron-gun inside of the CRT is having an intermittant short. It is also possible that there is an intermitttant failure in the bias or drive circuits for the CRT electron-gun.
The TV service tech would have to run some tests to determine the actual fault, and then the failed components.
If the CRT is at fault, the set will not be worth to service.
