Phil with DISH Network here. Ideally we would want to knowwhat model remote we are having issues with, but here are some steps thatshould help.
Step 1:
Check if the issue is with a specific button. If its just one button that isnot working we need to have the remote replaced.
Step 2:
Check that the correct remote is being used for the TV in this room. Use remotekey (Green "1" or Blue "2 UHF") to confirm itis being used in the correct room. TV1 is located in the same room as your DISHreceiver.
Step 3:
If UHF, check that your UHF remote antenna is securely connected to the "RemoteAntenna" port on the back of your receiver and that the antenna isupright.
Step 4:
If issue is with the TV2 remote, bring your TV2 remote with you to TV1. Access "SystemInfo" at TV1, using the remote that is NOT functioning, pressand release the "SAT" button then press and release the RECORDbutton on remote control.
Step 5:
If the batteries in the remote have not been replaced in the past 60 days,replace the batteries. If the remote doesn't light up after replacingbatteries, have the remote replaced.
Step 6:
Unplug the receiver for 10 seconds then repeat step 4.
Step 7:
If the remote is still not working the issue may be caused by IR interference.Find interference source (back lighting or power save mode on LCD TV's,fluorescent lighting in room, or direct sunlight). Getting rid of theinterference should fix it.
After completing all these steps if you're remote is not working give us a callfor additional troubleshooting at 1-800-333-DISH (3474).

I had the same problem with my remote for TV2. I solved it by coiling 25-30 of TV cable, hooking one end to receiver and the other to the antenna. Works perfect after I did this.
