Well, the driver for the webcam might not be installed properly. Check the back up disc, find the driver for the webcam and install it. Then it will start recognizing the webcam, and it'll start working.
The problem could be faulty or corrupt webcam driver. I advice to you just uninstall those webcam driver from add or remove and try to install fresh driver again then your webcam will work again..
