Sounds like the timer is bad -or- the photoeye is exposed to light source... test by setting to dawn-dusk and see if it still blinks...

I would unplug the timer. Change the setting to 6 hours then plug back in.

SOURCE: I have programmed the GE

There are 6 programming buttons on face of 15117 timer.
Download pdf manual

Review of steps:
The AA battery is installed with correct polarity
Timer blinked 12:00
Set clock while holding down clock button

Press PROG to display EVENT1-on (there is a tiny 'on' that shows on display)
>day button selects day, weekday, weekend
>> hour minute buttons to set ON time for EVENT1

>Press PROG so display shows EVENT1-off (ther is a tiny off that shows on display)
>repeat steps above to set OFF time for EVENT1

>Press PROG until EVENT1-on shows in display
>repeat steps to set on-off times for EVENT2

> when finished programming, press CLOCK

> Last step, set mode
MODE is on-off override
MODE is also Automatic or Random

Solution ideas:
Press MODE until Automatic displays)
-Press MODE key to see if manual override works
-Look at digital face (or take photo of it) and compare with Figs shown in manual to see if there is a match

-Check breaker. Check light bulb. Remove timer and see if load works without it. Check that light switch is turned on if plug is controlled by light switch.

-Review programs: Push PROG key to review programs
-Other timers ignore conflicting schedules ... for example EVENT1 says ON at 7 and OFF at 8, but EVENT2 says opposite, or overlaps, then timer ignores programming

-Reset timer and repeat programming: Press CLOCK, MODE PROG to reset timer
-Make a chart of your EVENT1 on-off times, and EVENT2 on-off times, EVENT3-7 on-off times before programming to make sure there are no conflicts.

If lights are flashing, then photo eye might be exposed to too much light, causing photoeye electronics to think it's daytime, and so lights go off.
But then it's dark, and photoeye turns lights on again.
The cycle repeats all night because 2-4-6-8 hour off setting starts over each time lights turn on.
Or maybe timer is defective.

Dot on display is for pm hours
Nordik appears to be on the 24 hour clock instead of am-pm

Set timer to to turn OFF 1 to 9 hours after dusk by pressing selector button.
Hours will show on LED.
To select dusk to dawn, press selector until 2 parallel flashing bars show on display and lights turn ON

How do I set the Woods N1506 timer?

N1505 timer manual:

N1506 is heavy duty outdoor timer with display screen.
Plug timer in and display flashes C.
Set current time: press Time button once and display shows 1 am
Keep pressing time button until current time with am pm displays.
Dot in lower right corner corresponds to pm hours.

To set timer program:
Press Mode button, display flashes P
Press Time button until desired ON time displays.
Press Mode button again and display flashes E
Press Time button until desired OFF time displays
When programming is finished, press Mode button and display shows current time.

To reset timer, unplug timer for 10 seconds and re-program timer.
Timer must be reset after power outage. Display will warn by flashing C.

Plug lights into timer.
If lights have a switch, switch must be on.

For manual override, press Mode button, and display shows O and lights will be ON until next program change.
To use timer function, press Mode button until current hour displays.
