The box indicates there is a manual override switch, do not see a physical switch, tried covering the photocell for 10-20 seconds and pressing multiple times.

On analog timed units, override can be slide switch, round knob... or many power stakes do not have override
On digital power stakes, override can be sequence of buttons or one button.

Move selector to ON or OFF for override.
Unknown if override turns timer ON during daytime when photoeye is receiving light.

2) On-line search shows dawn-dusk timer which can be set to turn off 1-9 hours after dusk.
Typical operation is to push button until 6 displays, then timer turns ON at dusk and OFF 6 hours later

Photocell is 'seeing' lights and thinks it's dawn so it turns off.
When lights are off, timer thinks it's night and clicks back on.
