I have a Philips LS1600 pc, the pc will power up, fan runs on the motherboard but no signal to the monitor? I've disconnected all the peripherals and the same result. I think it may be the motherboard but still not 100% sure. Any additional checks i can do to make certain?

Check the monitor and cable aren't faulty and that the graphics card is seated properly.Try installing a new graphics card, if it works your video card was faulty.

Motherboard does not switch on?

Disconnect floppy, cd rom, and other peripherals from computer. Just leave the hard drive , memory and monitor plugged in. Attempt to boot. If the unit does so then one of the peripherals that you disconnected is responsible. If the machine still just shuts down, replace power supply with known good one. If that does not do it then, unfortunately, you have a motherboard issue.

Pc not booting

If you hear the CPU fan turn on that doesn't mean the CPU itself is working. It can be only that the motherboard is getting power. Check all your connections such as monitor and peripherals and re-connect them. If you still don't get P.O.S.T. or ANY letters or boot options on your screen then your CPU is dead. (unless your monitor is bad)
Another easy diagnostic is using your ears. For example the pitch sound of the fan in some motherboards tends to lower and then increase because it's reading of the hard drive. This means your CPU is ok but either your graphics connection is bad or your monitor is.

I JUST INSTALLED A NEW MOTHERBOARD IN A PC THAT IM BUILDING FOR A FRIEND. ITS AN INTEL DESKTOP #D945GCPE IT HAS A DUAL CORE PROCESSOR 2GB DDR2,80GB IDE HARD DRIVE. WHEN I TURN IT ON, EVERYTHING WORKS...

During the boot up process are there any beeps? If so how many short or long? 1 short beep is typical of a normal boot indicating no conflicts. What you can also do is unplug or remove any unnecessary peripherals (i.e. Hard drive, cd drive, any expansion cards) So that all you have is the the power supply, monitor cable, motherboard, cpu, and memory plugged in and attempt to boot. If this is successful add one peripheral at a time and boot again untill the boot fails again. This will usually indicate a problem with the power supply, either its faulty or not providing enough wattage to support all the peripherals, otherwise its a conflict with the specific peripheral that causes the failure. IF none of that works attempt to reseat all your connections, cpu socket, memory socket, power supply, and video cable. If all that still fails it is most likely a bad motherboard, its not unheard of to receive a DOA motherboard. As a last ditch attempt you can determine is a faulty video chip or the motherboard itself by installing a pci video card and seeing if its successfully boots.

You just changed the case? It seems you might've missed a videocard or motherboard power connection; fix that or simplify until it boots, then eventually reconnect the HD.

You've either got a bad motherboard or a bad processor (I'd lean to the motherboard being bad). I would honestly take this into a computer repair shop and have them check both.

Undo the screws at the back left hand side (as you look at the case) then push that side panel towards the back. It should come off with a bit of pressure.

If you haven't already: pull all pci cards:
If you pull the ram, and you get no beeps at post, it's likely the main board. Does the pc beep at all? with or without ram? If not, likely the main board. Sorry. Hope this helps...
