If the crt monitor green LED light steady and heater beam have light, the horinzontal and High Voltage supplied to tube is completely good. If you encountered this problem just focus on video section of crt monitor. But before you start... find the flyback transformer behind this they have two controls screen & focus. After you found it plugin the monitor use plastic precision or small screw philip driver for safety to high voltage at horizontal area choose screen control rotate it to clockwise direction follow this....
If the display responses or from dim to lighter 100% you have a problem to ABL find this at the bottom of horinzontal section near at flyback transformer pins trace the line of ABL for dried solder, open resistor if nothing happen find the Video IC at chroma section and replace it. follow this...

you do not have a CRT in your flat panel set.. What you might have is your color setting to high causing the bleed or your
T-con board is bad , but first turn down your color if that does not do it have a tech replace your

The tech is very likely correct. The EHT or flyback transformer can develop hairline cracks that allow leakage of high voltage that exists in this circuit. There are other related components that can also cause this, but the transformer is the most likely. This area in the set also builds up allot of dust also due to the high voltages and this aggravates the issue. I do not recommend operating the set very long this way as it may begin arcing inside and cause more components to fail. Replacing the part would depend on how much you want to invest in the unit. Get an estimate and go from there. Good luck.
