Are there any lights or indications on the battery itself that might tell you if the battery is good? I had a laptop with a similar problem and it turned out to be both a bad battery and a bad "power brick". replacing both fixed my issues. Also, try holding the power cable at the point where it connects to the laptop and push to the left or right. A friend's laptop would only start if you held the power cable to the left. Otherwise, it sounds like a mother board issue. Sorry.
whatever happened you need to fix the TV first and maybe not try to hook the laptop back?
the problem is probably your main power board.. these can be replaced by yourself.. find the model no and then enquire about a replacement board ..I have had similar problem tv repairman wanted $500+ to fix board only cost $134..make sure to disconnect power supply ..undo all the screws around back of case including wall mount and base follow power lead entry into case do not touch any circuitry as some capacitors store power disconnect the little plugs that run from the boardundo the 4 screws and replace with purchased replacement board and re assemble..
