Lg tv, on the power input side of the led strips that whole SECTION went out. The power supply controls those/built in Tcon. Would the power supply cause this? The other side of the strips works.

This is the second time I have seen this problem this week. Seems like a common issue on Vizio LCDs. Anyways the problem you mentioned indicates that the tv-micro IC has failed. THis is located on the main audo/video board and a component level repair is not possible in this case. The main A/V board has to be replaced and it should cost you around 100-125$. If you already replaced a new inverter board and T-con board and the problem is still there.Try to play the video on the DVD,if the video is OK check the cable connection and try to run auto scan.
If the problem is still there check the input supply of the system board or main board it should have 5vdc and 12vdc,if it is OK replace the system board.

Yes , it can be a short on the board that will ask the SMPS unit to protect the power so as to switch off. So even with a multi-meter check you will be able to trace the short on the board, the drivers or any capacitor that is cutting off the power which must solve the issue.
