I have a wall oven model BA180W I am not sure what setting I set the indicator on I know the temperature but does the indicator point to the fan symbol or one of the other three

The first thing to look for is the temperature probe inside the oven. If it is bent and touching the side of the oven, the oven wall will cool the probe, and the oven will always be to hot.
Then next answers depend on the vintage of the oven.
If the oven always runs 20? hot (for example) it is possible to adjust the set point on older ovens by removing the oven temperature setting knob and by using a long thin screw driver through the centre of the shaft to adjust the oven temperature to match the oven setting. You will need to buy or borrow an oven thermometer.

Some models the cooling fans come on when you start the oven. In some models the cooling fans comes on only when the control compartment reaches a certain temperature. In this case there is a reverse thermostat. It will close for the fan circuit when it reaches the temperature thus starting the cooling fan.
It sounds like the element is missing one side of the 240v power. One side may always be hot while other side is controlled. A qualified repairman can Start at the element and work backwards. Trace wiring back looking for burned wire, bad connections and connectors, all the way back to thermostat. Check thermostat for continuity (with power off), replace thermostat if necessary.

The function symbols on Knob F, clockwise from the top, are as follows:
0 = Off
Lamp symbol = Lamp Only, no fan, no heating.
Fan + Drip Symbol = Lamp + Fan, but no Heating - this is for defrosting.
Fan inside a Circle symbol = Lamp + Fan + Oven Heating - this is the normal cooking position. The temperature of the oven is set on the Temperature Knob.
Final position = Grill. The temperature of the Grill is set on the Grill knob.
The red indicator light only comes on when the Oven is heating (not the Grill), and goes off when the oven has reached it's set temperature.
The bulb is 25W 230V Type E-14 300 Degree C.
The oven draws a maximum of 2300W so requires a 10A supply.
Previous fault F02 is indicating an overheat fault- service manual says to replace main electronic control board. However, switching off at wall has reset the clock- you need to set the time before the oven will work-press middle button until small triangle is next to clock icon, set time using temperature dial. Once clock has ben set, try using oven to see if F02 fault reappears- sometimes switching off at wall will clear fault. Good luck!!
has the oven got a fan on it. if so then maybe fan is faulty.
if convection oven then maybe one of elements is faulty
or the thermostat is a problem

Most likely you have a faulty fan element- this is a round element that goes around the fan at the back. To check- Disconnect from power(easiest way is to switch off oven at fuse board). Remove rear panel inside oven (held on by screws), and visually check element- often you will see a blow mark on the element. Element is easily changed, although sometimes requires oven to be removed to access element wires from the back. Proceed if you are a confident DIYer, otherwise call a local service agent. Elements are readily available for $75-$125 depending on the retailer.
1) If there is a reset on the electronic panel try that.
2) Set the temperature to 200 and see if works then.
3) Put a baking tin in the oven with a piece of meat in it.
4) Uninstall the Wall Oven and take the back off and check the wiring for the elements and the convection fan.
