It does sound like the EOC is bad. Burned connectors are a good indication.

I found a website that helped, here are some model numbers that work for the GE element. ERB44X126 , Ch44x126-450546 these work for the 3000 watt 236 volts. hope this help.

If it's under warranty call the store of purchase.
It may be the bottom element is burnt out. If you repair it yourself, flip power breaker, slide the range out.
UNPLUG THE UNIT. It's probably 240vac.
I believe you will have to take the back off to access the element unless it plugs in from the front..
