I don't know anything about rifles and normally I don't answer questions related to firearms.

But reading your question, may I say you that NO ONE can tell you anything about that rifle just having a serial number.
My advice: reformulate your question and tell us more about your rifle.

I have a 243 rifle with a serial number but no maker.. I would like to know who made it.. Will the serial # tell you? It is: U3865

THere's no way to tell without looking at it, but many BSA rifles were serial numbered with U pre-fixes and they had no maker's name on them.

Model 25 12 gauge ser. number 16681 what year is it

If you're referring to a Winchester mod. 25, that serial # was made between 1949 and 1950.
