SOURCE: The 94' 3.8L Thunderbirds are all OBD I EEC-IV right? Just the 4.6L V8's that were OBD II, so the OBD II port in the 3.8L is just an unconnected inactive port correct?

OBD1 ---1983 thru 1995

OBD2--1996 thru 2013

No--both systems have a connector
to access data

Can a diagnostic connector on 1995 Toyota 4 runner be jumped over with jumper wire to get check engine codes?

There is probably a way to access codes by using a jumper and causing the engine checklight or an integral led to flash in groups. I can't say which pin or pins need jumping.

I suggest you ask the question of google and click on the youtube video.

I have no fuses blown under hood or in fuse panel on dash side code scanner will not power up or work at all

With key in on do you have all dash warning lamps on, and the check engine light is on? If that's all okay, and still nothing on the scanner, it is possible the wiring to the diagnostic port got messed up. You would need a wiring diagram to really see the wires involved. By the way what year is your vehicle? All after 1996 have the same obd-2 connector. There were some variations leading up to the '96 model year. I recall some dismayed GM owners of '94 & '95 models, especially luxury class models, that had obd-2 connectors and obd-1 diagnostics, same as all the early '90's GM vehicles. Back then, GM and Chrysler were always a step ahead of Ford, beginning in the early '80's. ! enough nostalgia, did u figure it out with your scanner?

No. While the engine would probably bolt right in, there are two entirely different engine control systems for the two models. The '97 engine has OBD-II controls- more and different sensors and controllers, while the '94 engine has the less sophisticated OBD-1 system. They are not interchangeable. An engine from a '94 or '95 park avenue is your best choice. Any from 1996 onward is OBD-II (On Board Diagnostics, second generation).

What year an make vehicle ? Before 1996 you can do that on some make vehicles , not all ,GM cars mostly ! 1996 an above need scanner for all vehicle makes !

To give you a better jump in the direction of the repair, your vehicle's computer operates OBD I, your average auto parts store will only carry OBD II equipment. Your ALDP should be located on the drivers side under the dash near the door. This is the most typical location for it, however, not the only location. From time to time you may find on either side of the center console under the dash, closer to the firewall. Some vehicles even have a special port on the dash near the drivers door just for the link. You can buy a OBD I link that will attach and put the computer into diagnostic mode. Any such link should have a code guide as well. When you attach the jumper and turn the ignition on, the MIL (maintenance indicator light) will begin to flash. You will see breaks in the flashes to distinguish numbers. This will give you the readout of the trouble code. If the system tells you that the vehicle has an O2 sensor problem, simply replace the corresponding sensor. As OBD I only reads system failures and not variations in data, the computer will only trigger a MIL when a sensor fails. Hope this helps.

OBD 1.5 OBD 1.5 refers to a partial implementation of OBD-II which General Motors used on some vehicles in 1994 and 1995 (GM did not use the term OBD 1.5 in the documentation for these vehicles - they simply have an OBD and an OBD-II section in the service manual.)
For example, the 94-95 Corvettes have one post-catalyst oxygen sensor (although they have two catalytic converters), and have a subset of the OBD-II codes implemented. For a 1994 Corvette the implemented OBD-II codes are P0116-P0118, P0131-P0135, P0151-P0155, P0158, P0160-P0161, P0171-P0175, P0420, P1114-P1115, P1133, P1153 and P1158.[1]
This hybrid system was present on the GM H-body cars in 94-95, W-body cars (Buick Regal, Chevrolet Lumina ('95 only), Chevrolet Monte Carlo ('95 only), Pontiac Grand Prix, Oldsmobile Cutlass Supreme) in 94-95, L-body (Chevrolet Beretta/Corsica) in 94-95, Y-body (Chevrolet Corvette) in 94-95, on the F-body (Chevrolet Camaro and Pontiac Firebird) in 95 and on the J-Body (Chevrolet Cavalier and Pontiac Sunfire) and N-Body (Buick Skylark, Oldsmobile Achieva, Pontiac Grand Am) in 95.
Depending on the year and the vehicle, a car with the OBD 1.5 system may have either the older OBD-I connector, or the newer OBD-II connector, but they are electrically identical to each other.[citation needed]
The pinout for the ALDL connection on these cars is as follows:

For instance, on the Corvette there are interfaces for the Class 2 serial data stream from the PCM, the CCM diagnostic terminal, the radio data stream, the airbag system, the selective ride control system, the low tire pressure warning system and the passive keyless entry system.[2]
An OBD1.5 has also been used on Mitsubishi cars of '95 '97 vintage.
An OBD1.5 has been used in some 1995 Volkswagen VR6's (Juice Box's GTI)
