Check the wiring on the vehicle to and from the alternator. Usually, the alternator needs excite voltage or it won't charge. Also, There is a circuit from alternator to battery, if something wrong with that circuit, the battery won't be charged even though the alternator is working fine.
What is model year? I don't know if your alternator is computer controlled?
its a 1999 4.6. the alternator tested good at autozone and I cant find a bad fuse or wire
could the voltage regulator still be bad?
Note the diagram, if it will post for me. At the generator, the two wires from the left are hot all the time. The third wire from the left goes hot with the key on. That jumper wire looking piece, I'm not sure about? Ok, my wiring diagram won't post at the moment, sorry about that.

Your alternator is not geting the actual input needed to perform its output charge. your alternator should get one direct battery supply current which the alternator in return uses as an output charge to the Battery. secondly is the ignition supply which is use for the charging indicator light some model don't use this. check if yours uses it if no check if you have solid earth cable to the alternator
Check all wiring and connectors for breaks, backed out or corroded terminals. Check powers and grounds and alternator to engine ground.
