It's flooding.. Either the Float in the carburetor has a hole and sinks or the Needle valve is not working properly and not stopping theflow of gas to the carburetor bowl.

Sounds like the blades may be engaged. The cable may not have disengaged completely the last time. When the engine is trying to turn over, the belt is engaged trying to turn the blades which could be why the deck is jerking. It will not start if the blades are engaged because of the safety switches.
it's a square head pipe plug @ base of eng. either right or left side of machine may also have a quik change fitting instead its black plastic w/ yellow cap
