I have Yard Machine 638 RL, Model 0V358EA, 13,5 hp. I want to change the Oil engine how many litter must put oil in the engine

The Tecumseh OV358EA 13.5hp takes one quart of oil, 32oz or 39oz with filter. Use 30W except if it is used in very cold climates. MTD makes a drain tool for around $5 that clips onto the drain plug area and allows you to direct the draining oil into a container with a lot less mess.

Yard Machines RL 638, '07 model, will not start

Sounds like the blades may be engaged. The cable may not have disengaged completely the last time. When the engine is trying to turn over, the belt is engaged trying to turn the blades which could be why the deck is jerking. It will not start if the blades are engaged because of the safety switches.

Riding mower will barely move

Sounds like it time for a tuneup. Air filter changed, Spark plugs replace and oil changed, plus sharpen the blades while you are at it.
