This could be a controller fault as everything is controlled from there.
You could check the wiring loom which is under the scooter and runs from front to back, is not damaged.

On some scooters it is possible to change the polarity of the motor. If its a two brush motor (most are) you can just swap the red and black wires around in the connector plug for the motor. Make sure you get the right wires if you do this but I have to point out that there is obviously a problem with the scooter and I would strongly advise you to get it looked at by your local dealer as the problem is potentially serious and may cause other problems aswell. I cant really understand why it would only go backwards. May be a throttle pot problem or main controller fault. Either way, as I said, best get it looked at as even if you do swap the wires, it is most likely that the scooter will only travel forward at the usual speed for reverse, normally 2mph! The green light on your charger indicates a full charge but you know thats not right since you didn't charge the batteries when they were in storage they have dropped so low the charger cannot detect them and provide a charge. The batteries will need to be replaced with new ones. Charge before use and charge for at least 20 days to get them operating at 100% now you will have to use it for those 20 days to get the batteries used to charging charge every night when you go to bed and unplug when you get up in the morning. If you do have to leave the chair for a week or so put up fully charged and charge once a week overnight. If you put the chair in storage again disconnect the batteries from the chair and store with a full charge. Hope this helps you

There is an overload protection switch in it. It will look like the the protection switch that can be seen under the mixes. The picture of the overload protector is added here. Its press button will only seen outside. Just putsh it once and check. The motor has carbon brushes inside it to get armeture contact. If these burshes are worn out, the motor won't turn, and the scooter won't move. There will be two of them in opposite directions. They are replacable parts. The picture of it is also given here. Depending on with Rascal scooter you have, The 600's number can be under the foot plate which means turning the scooter onto its back supports to have a look. The numbers can be stamped into the metal support for the seat post or even a sticker stuck on the rear frame work of the scooter. But about the batteries the other answer you got is correct.
