With this issue, paypal has nothing to do with, the only purchase was between you and the seller, not the paypal. As we all know, paypal only gives services to transact online payment through them, they can do nothing with purchases and issues. The only thing you can do is to contact the seller and get the confirmation.
If you live in Australia-
First check with your bank if payment has gone through to sellers account. You should of receipt of payment made to show you have transferred payment. Should take 24 - 48 hours to go through but all depends on receiving bank. Also make sure you have the sellers correct details - Account name, BSB number , Account number, Bank name etc. as if it's not exactly as on their account the funds will not be transferred back to you.
What did the shipment say it was on the customs note? Most non-business deliveries usually have a tick in the "gift" box on the customs note, apparently this is more likely to make it through. Also check for paypal payment protection. There's a 45 day deadline for making a claim, otherwise you could try claiming from your credit card company for non-received goods. It all depends if the item you bought was liable to a duty payment that wasnt accounted for or was in some way illegal, in which case you are not covered at all.
