Take that literally, it may be waiting for a keyboard input, sometning from the network or tons of other things. I would suggest waiting for a moment and if it does not come back enter no, that should close it. You may loose data from the offending application.

iOS: An app you installed unexpectedly quits, stops responding, or won't open
Learn what to do if an app you downloaded from the App Store on your iPhone, iPad, or iPod touch unexpectedly quits, stops responding, or won't open.
Follow the steps below and test the app after each step.
Restart the app
Close the app and open it again.
Restart your device
Turn the device off and on.
Update your device software and your apps
Update your device to the latest version of iOS.
Update your apps:
Open the App Store and tap Updates.
If updates are available, tap Update All.
If asked, enter your Apple ID password. The updates will download and install.
You might need a Wi-Fi connection to update some apps.
Install another app from the App Store
If your installed app won't open, download and install a free app that isn't on your iOS device. This should reset your Apple ID authorization.
Remember to use the same Apple ID that you used to download the app that you're having issues with.
Reinstall the app
Remove the app from your device and reinstall it. Remember that deleting an app also deletes its data.
Wait for the app to download, then open it from the Home screen.
If the download stops, you can resume it.
Contact the developer
If you see the issue again, contact the developer of the app for help:
Find the app in the App Store.
Tap the app and tap Reviews.
Tap App Support.

Press 0, then press 5 OR For tech support, have serial number ready. Don't press zero -- say "iPhone Support" (or whatever product you're calling about). The system will ask you for serial number and get you right to someone who can help
It sounds like the best thing to do is restore your tablet to it's factory setting, and re-install any applications you require. This should be a fairly straight forward process on most tablet devices. Check your user manual for instructions on how to factory restore your model. The process will refresh/replace the software on your tablet which I believe to be the cause of your issues.
Turn off computer, unplug modem, wait 2 minutes. plug in modem wait for all lights to come on and then reboot computer. note if you have wireless router also, unplug that also. when powering up do modem, router, pc
try uninstalling the the software while the device is not connected then restart your pc. plug in the device and wait for it to respond and instal it, also wait for it to respond after the installation
