Most fuel-pump relay units are located under the dashboard near the steering column. In some cases, the unit is located in the area where the steering column is mounted or near the engine's firewall.
The module is typically installed on or very close to the fuel pump, and in the early years of the component's use, this practice led to a design fault. Manufacturers, including Ford, initially placed the module inside the vehicle immediately above the fuel pump, typically just beneath the floor pan.

4A or 7A? engine, its a toyota corolla btw.
eg:
pump pressure is zero. (gages)
i check relay, the FP relay is closed.
i check the relay input and no 12vd.
sure bad fues, is there is one.
but on many cars , lots of other things go dead too. with this fuse.
ill now guess 4a engine with coin toss. vin code 6, engine,
i open glove box. and see the book the opr guide (yes buy one)
and turn to fuse page.

i look under prizm and corolla, 93 for best clues. (big hint, wink)
this EFI has 2 relays, one is the main relay,
other is fuel pump
the main sends power to the pump relay.
so there are 2 fuses,
one is marked
EFI-Fhtr fuse
and
IG coil. fuse
the main relay drops out of the transmission A/T is not in park or netral.
if manual stick car, the clutch switch does the same

Right under the master brake cylinder, its really hard to replace it. It has 2 screws, one bolt on top and the bottom one needs to be screwed off under the car

You're right. it could very well be your water pump, but I would suggest replacing your thermostat before trying to tackle replacing your water pump. The fuel pump relays are mounted on an "L" bracket underneath the ECM. Both have something to do with the Fuel pump. Be careful not to get it confused with the horn relay it is in the same vicinity (under the dash on the drivers side).
