If you have a free anti-virus, then you need to remove it and load something better, like maybe windows defender or Microsoft security essentials, which are free full version antivirus programs, then load MBAM (malwarebytes.org) and run a full scan on your system. I am experiencing spyware and virus infections preventing me from accessing e-mail and other applications

Head to Lavasoft.com and download their Adaware application (it's free).
I find it uncovers the broadest range of 'adware' and spyware, some malware too.
See how your system recovers after that, then think about a serious virus protection plan going forward. I'm a Norton guy myself but there are other options out there as well.

IE stops responding frequently. Cleaned out spyware ran scan by Norton 360 but it still happens

Use any Antispyware or Malware to remove the spyware mostly spyware make this issues. if not try to reinstall internet explorer or update to the latest version.
