Are you sure timing belt not missing some teeth or nuchets i would turn it by hand to see if the timing marks line up sounds like i said before to the same question timing belt jumped causing valve damaged they all do this to rebuild head and valves is as exspensive as a used one from the scrap so check the price for a head assembly or rebuild you old one and a scrap head price as well

This sounds like your power steering has failed. The belt that snapped turns a pump for the power steering. Do you have any steering at all? If the pump has failed your steering will work but it will be very heavy to turn. (replace the pump). If the steering is locked solid it is probably an issue with the actual steering rack itself. (possibly replace the whole steering rack). Depending on which this is it can be a big job to repair. Get a Good mechanic to look at it and they will be able to tell which it is.

sounds like the tbelt jumpped and bent some valves or overheated and warped the head to really find out you have to remove the head and send it to a shop for testing other than put a camera down in the cylinders and check for valve damaged but its hard to see i would go for the head removal i am sure the timing belt jumped and damaged valves were the spark plugs ok or broken off

The timing is set on the cam belt but which cylynder should the roter arm be faceing, somebody removed the distributer

On number 1 cylinder. When the crankshaft pulley notch is on the zero degrees mark on the pointer scale, and the camshaft sprocket is on its mark, the number one cylinder should be at top dead center of the compression stroke. Rotor should be pointing to number one.

Timeing belt replacement do i need special tools to repalce the timeing belt on a 2002 mitsubishi eculpse v6

actually if you have never done this before, yes...
there is atool to hold the crankshaft pulley in place to remove and re-torque the crankshaft bolt, you'll need a vise to compress the tensioner, they recomend a tool to remove the slack in the belt after installing the new belt, and you'll need an inch pound torque wrench and a foot pound torque wrench that is able to go to 184 NM. air tools help ALOT!

1996 camry engine gets hot and won't start, 208,000 miles. Could this be the EGR valve?

very unlikely. Check to see if a spark is being generated to the spark plugs. Could be electrical. Check compression on at least one cylinder to see if it is within specs. If not, you probably have a broken timing belt. If it tries to start and doesn't sound normal turning over, it may be because you have almost no compression...again sign that the timing belt is broken. Last possibility if all this pans out: bad fuel pump. Crack a fuel line going to the engine and try to start (if no fuel appears, fuel pump is not working...it should produce some 40 pounds of pressure or so).
