Hook it up to an external monitor. If the display is fine on the external then your gpu on the motherboard is fine and the LCD is bad. No external display means bad board. Both cost roughly the same but an LCD is much easier to replace than the board.
try to hook an external monitor. if it will still have same problem then you should replace video card. if not, then its the LCD screen that should need replacing.
This is usually the actual screen driving transistors packing up, real common. replace the screen, if cheap enough, often though they are more than a new machine.

Yes, replacing the screen is extremely difficult, and not recommended if you have no prior experience. First check that the video adapter is properly attached. Forget about what the tech told you. I would recommend trying a different repair shop, or you can try the "Repair Service" box at the right side of this dialogue box. Just enter your zip code, and it will locate repair services in your area. This is definitely fixable.
