Remove battery turn the notebook on, does it works?
press the battery back in place, is there any lock on backside op the notebook?

is there any signs of charging? flashing led or so?
if not the internal plug to the power supply could be damaged.

try to get a usb portable flashdrive boot into a linux distro

Possible hard drive failure, power to the hard drive failed, or the disk is corrupted and can't boot.

Boot from the install disk and reinstall the operating system.

Remove the battery from the netbook and replace it again. It can be just a loose connection. If the battery is not charging or If it still makes the same problem, it is possible that the battery is not functioning anymore.

Sounds like a dud battery, or possibly a poor connection. As it is new, get back to your supplier to fix it.
