In order to change the boot drive you have to change the boot settings in BIOS, or sometimes you can get a separate boot menu which allows you to change this setting on a one-off basis. During the boot sequence you need to press the "F12" button during the POST testing to bring up the boot menu if one is available, otherwise you need to press the "Del" or "F2" button during the POST process to bring up the Bios screens. Navigate to the BOOT option and alter the boot sequence, save the settings, exit BIOS and reboot.
try pressing the F2 key during the boot process to enter set up (bios) using the arrow keys navigate to advanced bios features press enter make sure its set to boot from your hard drive press F10 to save to cmos restart
If you double click on the touch pad icon in the task bar it will bring
up the Dell Touchpad Settings. Then click "Device Select / Button
Settings". There should be two tabs there. Make sure "Device Select" is
selected, and at the bottom of this tab, there should be a check box
that says "Disable Touchpad/Pointing Stick when external USB mouse is
present".
If you cannot find those settings, they may also be in the BIOS. Try
pressing F2 while booting and look around in the BIOS for a similar
option.
i would think your memory battery need replacing, or has come out of it socket the battery is behind one of the covers on the back. 3v large button type.
FN + F9 should enable / disable the touchpad
goto control panel - mouse - and see if you can change disable/enable touch pad from there

BIOS is brought up by hitting F2 or in some cases the delete key. F12 is normally for bringing up the boot menu, whether you want to boot from the dvd or the hard drive. Try F2 or the delete key
