This points to a formattor board. Not Toner, Drum , Fuser or Transfer related. Try resetting the formattor board first with printer unplugged, then power up and print configuration page.

After installing new ink cartridges, when printing black and white, every 4th line of text is only partially printed

Some of the black print head nozzles maybe blocked.
Inkjet printers need to be used frequently to prevent ink drying out and blocking the print head nozzles.
If the print head cleaning maintenance routine does not clear the blockages, then print head needs replacing, but it may be expensive.
It may be more cost effective to buy a later model and better printer than replace the print head.

Prints ok in color graphics, prints text in very light blue, barely readable

Check that the jets are clean as it sounds like there may be a restricted flow of ink - assuming that there is sufficient ink in the cartridge. Try printing the test picture in the HP Printer Asistant software. This requires black as well and a lack of black would show up. If the black cartridge is full and you suspect that the jets are blocked, try leeching the jets clean by pressing a piece of tissue paper over them. If that does not help stand the cartridge in a saucer of hot water for a while, wipe off the bottom of the cartridge and try it again. There is also a cartricge cleaning sequence in the HP Printer Assistant probram

Have you tried printing text in different colour if that works the black jets are blocked- try running the cleaning cycle to clear (it may not use black ink in graphics)

It only can be 1 or 2 things, it maybe you need a new black ink or the heads on the black ink is blocked, find out where the heads are and gave them a clean with a cloth with a little worm water and dabbing it on the heads it may do the job

My HP 1280 printer does print black and white text

Could it just be that the black cartridge has run out? If not, try and clean the print heads. You should be able to do this in the printer options in Windows. It is more than likle that the black nozzle is blocked.

HP z2100 horizontal lines where the text or object are

Check for updated firmware and drivers. Also, if all your object and text or black try changing them to color and see if that helps, maybe there is something wrong with your black printhead, the black may not be used when printing photos, the printer may be using process black for photoes and real black for black text and objects.
