If it is not charging because the charging port is broken, you should go onto Ebay and buy a three dollar universal phone charger. It charges the battery outside of the phone, so a broken port can be ignored. Also, buy another battery so that you can rotate them out every 12 hours. This is the cheapest solution possible, costing under ten dollars to fix completely.

I don't know what you want to hear. If the USB port is broken off, you will either have to get a new phone, or open it up and solder it back on. There are probably 4 "feet" at the corners of the USB port that broke lose from the board and you will need to reattach these. Alternatively, you could find the same phone on eBay that has a broken screen or some other problem that leads you to believe it has a good ESN and a good motherboard. Buy that phone and swap the entire board out. RadioShack has a good tool kit that works with most mobile phones, it's about $15.
